There are two colleges in Louisiana that offer a Master of Public Administration program and are accredited by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA).

LSU has the biggest campus that provides the higher-level program, but it can only be completed on-campus in Baton Rouge.

The University of New Orleans has some online coursework and offers flexible scheduling, but the curriculum is primarily offered on-campus.

Online MPA Programs in Louisiana

There are two current NASPAA-accredited universities that offer a Master of Public Administration at least primarily online. The University of Louisiana at Monroe has an online-only program that can be completed in as little as 12 months. An Executive MPA is available online through Southern University and A&M College in Baton Rouge.

University of Louisiana-Monroe Online MPA

ULM Online provides an exclusive MPA program online that is offered in either 8-week or 16-week courses each semester. For those registered as pre-service students, they will need to take an additional Public Administration Internship. At least nine credit hours of core courses are needed before taking an internship. In-service students need at least two years of work experience. Concentrations available with the degree are Administration of Health, Administration of Justice, Administrative of Education, Management, and Public Management.

There are different levels of status for admission consideration. Those that hold an undergraduate degree with a 2.75 GPA or higher (or within the last 60 hours of coursework) will have regular status. Conditional status is met as the GPA drops, but a higher GRE score and professional experience will help students get in. Students must meet a minimum of a 3.0 GPA within their first 12 semester hours of coursework to continue in the program.

Southern University Online Executive MPA

The online Executive MPA program through Southern University is geared to those that have already established their professional career in the public sector. Students will need at least three years of high-level work experience, with two of those years directly in the public sector.

Typical levels that satisfy this requirement are directors, assistant directors, and senior managers. Other admission requirements are obtaining a GRE score of at least 700+ (or 40th percentile) and a resume with three professional references. Other submissions needed are a cover letter explaining previous work history and a personal statement explaining how the Executive MPA program will help them.

Louisiana State University Campus Based MPA

The Department of Public Administration has an extensive Master’s degree that requires 45 credit hours to complete and it can be accomplished within two years for full-time students. Up to four courses are taken during the fall and spring semesters with electives in the final two semesters in Public Policy or Public Administration. Part-time students can complete the program within three years if they take maintain two courses per semester. To get administered into the program, students need to submit three letters of recommendation, resume, and demonstrate an interest in public management and professional experiences.

The majority of students from the 2012-13 academic year were able to complete the program within three and four years (80 to 90 percent). 42.8 percent of those graduates entered into a job position in the state government with the second-most jumping into a nonprofit organization. Example core courses include Research Methods, Microeconomic Theory for Policy Analysis, Public Administration Theory and Practice, and Public Budgeting. An internship is taken during the lone summer semester.

University of New Orleans Campus Based MPA

The Department of Political Science provides a Master of Public Administration with specializations in Nonprofit Leadership and Hazard Policy (also available as a graduate certificate). There are 42 credits needed to complete the curriculum with 27 hours of required courses, 9 hours of electives, and 6 hours toward thesis research or a capstone project. Example courses in the core curriculum includes Politics of Public Policy, Law and Ethics in Public Administration, and Technology in Public Organizations. The school also provides a joint law degree with Loyola University in New Orleans.

Some courses are available in an online format, or a mixture of physical lectures and online coursework. Material needed to submit for admission consideration is a statement of purpose, resume, three letters of recommendation, and official transcripts. There is no GRE score requirement. Generally, the student body in the program are attending full-time, and half of them have some professional experience. Most students complete the MPA program within three years since the 2013-14 academic year. Of those that graduated, most enter into a nonprofit domestic-oriented job position.
